Location: Ikot Ekpene is located between latitudes 5° 10` and 5° 30` North and longitudes 7° 30` and 7° 45` East. It lies on the North-Western flank of Akwa Ibom State. Its position makes it one of the economic gateways to Akwa Ibom State. Ikot Ekpene is historic in local government administration in Nigeria, as it became a premier model local government administration in 1951. Today, Ikot Ekpene is the headquarters of Ikot Ekpene Senatorial District that has altogether 10 Local Government Areas.

Born about 47 years ago in lbong Ikot Akan in Ikot Ekpene Local Government Area. He attended Methodist Central School, Amanyam, and Government Secondary School, Nto Nsek, now in Essien Udim LGA.

In the University of Uyo, Hon. Ibuot studied Accounting which he successfully completed with a Second Class (Upper) degree, and went ahead to enrol for Masters Programme, culminating in an award of MBA (Finance) degree.

A multi-faceted professional, Hon. Ibuot prides himself with a chain of highly acclaimed certificates namely: AClB, ACTI, MNIM, CNA, etc.

Chartered in Banking and Accounting, Pastor Ibuot worked with Union Bank, Nigeria Plc (1981-1991), Chairman, Akwa Ibom Revenue Mobilization and Fiscal Commission (2001-2004). He also had a stint in private business (petroleum - related). He is married to a lovely wife, Etiedu, and both are blessed with four children, namely: Uyouko, Uwakinyene, Edidiong and Etimbuk.
